About Title III

 

The Title III Program is funded under the Higher Education Act of 1965 (HEA), as amended by the Higher Education Amendments of 1986 (and subsequent amendments), Pub. L. 99-498, the Omnibus Budget Reconciliation Act of 1986, Pub. L. 99-509, and the Higher Education Technical Amendments Act of 1987, Pub. L. 100-50. The Higher Education Opportunity Act (Public Law 110-315) (HEOA) was enacted on August 14, 2008, and reauthorizes the Higher Education Act of 1965, as amended (HEA).

 

Title III-B authorizes the Strengthening Historically Black Colleges and Universities (HBCUs) program award grants to eligible institutions to assist them in strengthening their academic, administrative, and fiscal capabilities.  These programs are typically funded through annual discretionary appropriations; and with additional annual mandatory appropriations provided through the FUTURE Act, which extended mandatory funding beyond fiscal year 2019.

 

The mission of the Title III program, as stated in the authorizing legislation (Section 301 (b) of the Higher Education Act), is “to assist such institutions in equalizing education opportunity through a program of Federal assistance.” Shelton State Community College, C. A. Fredd Campus participates in the Title III (Parts B and F) program, which awards grants to Historically Black Colleges and Universities (HBCUs). The C. A. Fredd Campus of Shelton State is designated as a HBCU.

About C.A. Fredd Campus

 

In 1994, Shelton State Community College consolidated with C. A. Fredd State Technical College, another public two year college located in Tuscaloosa. The new institution created by the consolidation retained the name of Shelton State Community College, and the president of Shelton State was named president of the consolidated institution. The institution now called Shelton State Community College, C. A. Fredd Campus, was created by the state legislature in 1963 as Tuscaloosa State Trade School. In 1974, the institution became Tuscaloosa State Technical College and was authorized by the ASBE to grant the associate degree. In 1976, the college name was changed to C. A. Fredd State Technical College to honor the first president of the institution. C. A. Fredd State Technical College was recognized as one of the nation’s Historically Black Colleges and Universities. The C. A. Fredd Campus of Shelton State Community College maintains that identity and continues the specific HBCU mission of promoting educational access and opportunity for all students in a culturally diverse community.

Funds may be used for the purchase, rental, or lease of scientific or laboratory equipment. Also supported are the construction, maintenance, renovation, and improvement of instruction facilities and physical plants. Funds support faculty exchanges and the development of academic instruction in disciplines in which black Americans are underrepresented. Projects may support the purchase of library materials, as well as tutoring, counseling, and STEM programs. Additionally supported are funds and administrative management; joint use of facilities; establishment or improvement of development offices; establishment or enhancement of programs of teacher education; establishment of outreach programs; and other activities that a grantee proposes in its application that contribute to carrying out the purposes of the program and are approved by the Secretary as part of the review and acceptance of the grant application.

Strengthening Historically Black College and University Programs

  • ACTIVITY I: ENHANCING THE COLLEGE’S TECHNOLOGICAL INFRASTRUCTURE FOR ADMINISTRATIVE MANAGEMENT, TEACHING, AND LEARNING

The Enhancing the College’s Technological Infrastructure for Administrative Management, Teaching, and Learning activity is designed to strengthen the communication network, support distance education and online programs, and provide the foundation to increase quality administrative management. The purpose of this activity is to ensure a stable, secure, and mobile-ready technology infrastructure to support a positive and collaborative learning environment.  Information Technology Services strives to provide secure, reliable, and integrated technology solutions aligned with academic and administrative goals while delivering excellence in customer service.

  • ACTIVITY II: STRENGTHENING ACADEMIC PROGRAMS AND SERVICES THROUGH THE INFUSION OF TECHNOLOGY, ENHANCEMENT, MAINTENANCE, RENOVATION, AND CONSTRUCTION

The Strengthening Academic Programs and Services Through the Infusion of Technology, Enhancement, Maintenance, Renovation, and Construction activity is designed to support the changing needs of new and expanding industrial employers and the diverse educational needs of students in Tuscaloosa and surrounding counties.  The objectives of the activity are designed to provide excellent, accessible education and training to meet the needs of a diverse student population, to improve facilities, to integrate current technology into all facets of the College, and to ensure the most effective improvement of facilities.

  • ACTIVITY III: STRENGTHENING STUDENT PERFORMANCE THROUGH ENHANCED ACADEMIC SUPPORT

The Strengthening Student Performance Through Enhanced Academic Support activity provides a comprehensive structure to pull together many critical elements that will address the College’s efforts to ensure its academic programming strengthens student performance.  This activity is designed to strengthen the College’s Library by expanding its academic resources by increasing hard copies, digital resources, and periodicals holdings. Additionally, it provides students and faculty with access to new resources to support developmental education needs with access to supplemental instruction including math and writing laboratories to support course instruction.

  • ACTIVITY IV: STRENGTHENING INSTITUTIONAL EFFECTIVENESS THROUGH PROFESSIONAL DEVELOPMENT

The Strengthening Institutional Effectiveness Through Professional Development activity provides ongoing professional development opportunities for faculty and staff to increase productivity and meet students’ needs effectively. This activity assists in creating a learning environment conducive to teaching and learning. Exposing faculty and staff to professional networks, industry leaders, expert consultants, academic clinicians, specialized certification training opportunities, and engagement with transformative leadership programs that improves performance, empowers individual growth, and supports change.

  • ACTIVITY V: PROJECT ADMINISTRATION

The Project Administration Activity is the administrative arm of the College’s Title III Program responsible for project coordination and supervision. This activity is designed to monitor the completion of objectives; evaluate projects according to the approved plan of operation; ensure compliance and control of federal funds within the Title III grant; and strengthen and assist the College in moving toward the attainment of its strategic priorities, mission, and vision.

Fostering Undergraduate Talent by Unlocking Resources for Education (FUTURE) Act

  • Activity I: STRENGTHENING AND ENHANCING TECHNOLOGY FOR LEARNING AND ADMINISTRATIVE AND FUNDS MANAGEMENT

This activity is designed to increase the flexibility in teaching and learning spaces and improve all students’ access to online educational resources. In addition, the activity is designed to increase the quality and productivity of administrative practices by utilizing advanced information technology.   • Activity II: STRENGTHENING AND ENHANCING CLASSROOMS/LABORATORIES (CONSTRUCTION/RENOVATIONS)

This activity is designed to respond to the changing needs of new and expanding industrial employers and the diverse educational needs of students in Tuscaloosa and surrounding counties. The objectives of the activity are designed to provide excellent, accessible education and training to meet the needs of a diverse student population, to improve facilities, to integrate current technology into all facets of the College, and to ensure the most effective improvement of facilities. Further, the activity is designed to provide resources for the renovation, maintenance, and improvement of instructional facilities, including the purchase or rental of telecommunications and technology equipment or services to enhance instructional space and address deferred maintenance and energy efficiency to continue retaining and attracting talented faculty and students.

  • Activity III: A COMMUNITY OUTREACH PROGRAM

This activity is designed to provide different support daily to keep students motivated and engaged. It will provide opportunities for students to develop their leadership skills academically and socially with middle and high school students.  The activity provides various invaluable support services to the youth in the community. These services encourage youth to stay in school and pursue post-secondary education by offering local students tutoring and mentoring opportunities including, access and engagement with motivational speakers, leadership workshops, and educational field trips. The program provides opportunities for Fredd Campus students to gain leadership, tutoring, and mentoring skills and helps them gain experience and involvement in community service and civic engagement.
